Economic Consultant: Water & Transport LondonOverviewSeeking an outstanding individual to join our London office as a Consultant or Senior Consultant (SC) to support our work in water and transport.
Economic regulation is at the core of the business. Advising economic regulators and regulated companies in the UK and internationally on regulatory framework, design, implementation and delivery.
The work covers a wide range of topics within the water and transport sector, including:
- economic policy and regulation, including cost assessment and incentive design;
- investment in large infrastructure projects;
- modelling the impact of cost-benefits of new policies;
- tariff design and network access arrangements.
Both the water and transport sectors are experiencing significant changes and are increasingly in the spotlight. Climate change and the net zero ambition requires companies in both sectors to make substantial changes in how they operate. The water sector is increasingly being pressured to take action to avoid pollution incidents and conserve water. On the other hand, the transport sector is facing the challenge of responding to changes in travel behaviour following the pandemic – such as greater remote working – whilst reducing the environmental impact of different forms of travel.
Main responsibilities
- Proactively supporting the delivery of high-quality projects for multiple clients within agreed budget and timescales. At SC level, this will include leading small pieces of work with support from a Director.
- Win work through helping to prepare successful tender responses, following up proactively on leads, and general business development. SCs will be expected to lead the production of compelling proposals.
- Play an active role in non-billable activities vital for the continued successful operation and development of the business.
- Be committed to ongoing development of yourself and your colleagues. This includes gathering, providing and acting on feedback from different learning environments, including practical experience and formal training opportunities.
- Follow routine processes required to support successful business management.
Skills and experience required
- Strong understanding of economics and / or finance. At SC level, a candidate must be able to show expertise on particular topics and/or technical competencies.
- Apply analytical insights and critical thought to solve complex economic problems, with a close attention to detail. This will include detailed quantitative analysis such as economic/financial modelling, and econometric assessment, and qualitative analysis, such as stakeholder interviews and literature reviews.
- Accurately and clearly write/present complex economic concepts in ways that are appropriately tailored for the target audience. This includes producing deliverables that are close to a client-ready standard.
- Confidence in using Microsoft Office (Excel, Word and PowerPoint) is essential. Experience in other analytical packages and in coding, such as Python, R and/or Stata, is desirable.
- Work well in different roles in different teams, and supporting an inclusive culture. Candidates for a Senior Consultant position should also be able to delegate tasks appropriately to more junior colleagues, and provide guidance to support those colleagues in delivery of their work.
- Communicate confidently with clients and other external stakeholders in a range of settings, as part of developing and building effective long-term relationships.
- Sound commercial skills and judgement, with the capability to deliver high-quality work on multiple projects at one time to firm deadlines and agreed budgets. An ability to manage small projects or workstreams on larger projects would be required for a Senior Consultant position.
Qualifications required
Candidates should have:
- A degree(s) in economics or related subjects. Post-graduate qualifications are preferred, but undergraduate qualifications will be considered.
- At least three years of relevant experience working on water and/or transport issues. Relevant work experience may include employment in the public sector (e.g., a government ministry, industry regulator, international finance institution, etc.) or private sector (e.g., economic consultancy, management consultancy, water or transport companies, etc.).
